Gambling In Japan And The Development Of The Japanese Hanafuda "Flower Card" Deck


There has always been a conflict in Japan between the desire of the authorities to ban gambling and a determination among people of all classes to gamble. Horse racing, boat and bicycle racing are popular forms of gambling, along with playing pachinko slot machines and mahjong.

Gambling with cards also takes place, although it does not seem to be so popular as it was in former times.

Although the ancient Japanese aristocracy used to entertain themselves with card games, they did not tend to play for money, and the games did not spread to the lower classes.

However, in 1549, when Francis Xavier landed in Japan, the Portuguese crew of the ship he sailed on introduced the 48 card Portuguese deck to the Japanese. This sparked a fashion for gambling with playing cards in Japan until 1633, when the authorities cut off all contact with the outside world, and banned foreign imports and influences, including European-style playing cards.

Various home-grown card decks were produced, grew popular and were then banned by the authorities in a continuing attempt to prevent gambling.

It was out of this period when the legitimacy of playing cards was contested by the state that the Hanafuda style deck was developed, consisting of twelve suits of four cards each. Instead of being based on a European-style number system, the twelve suits are each governed by a particular flower that is associated with a month of the year - hence the name, "Hanafuda" or "Flower Cards".

In the Meiji Era (1862-1912) the government adopted a more permissive attitude towards gambling and gaming. Then, in 1889 the Nintendo corporation opened its doors and began to produce hand-made Hanafuda cards, and later on, mass produced cards, which they continue to produce to this day.

The most popular game played with Hanafuda cards is called Koi Koi. Players compete to match cards in their hand with cards on the table and get bonus points for making special combinations. However, as the game does not readily lend itself to gambling, a faster game was developed by the Yakuza, and their gaming parlours became popular resorts for urban gamblers.

However, towards the end of the Meiji era, government policy changed and gambling was once more made illegal.

The ban on gambling was even more strictly enforced during the Second World War but no sooner had the war finished than various forms of gambling began to flourish again, including games using the Hanafuda deck.

One example of such a game occurs in the first volume of the Gambling Legend Tetsuya comic series by Sai Fumei and Hoshino Yasushi (Shonen Magazine Comics, Kodansha, 1997). Tetsuya, the mahjong-playing hero of the series, begins his gambling career by playing a Hanafuda card game at night in an illicit gambling den in the chaotic aftermath of world war two Japan. In the game he plays, called "Uichokabu," the cards are assigned number values according to their designated month of the year. Cards for November and December are omitted and the object of the game is to get closer to "9" than the dealer. The player places bets at a level of his choice and gets to call for another card or to stick, just as in Black Jack. The dealer plays four players at a time, each gambling on his own cards.

Tetsuya soon moves on to playing mahjong, and the rest of the series is about the vicissitudes of his fortunes at the mahjong table. It seems that the post war mahjong boom put Hanafuda gambling in the shade.

Today, with the emergence of video games and other forms of entertainment, traditional Hanafuda card games like Koi Koi are played less often than before, and mostly as a form of entertainment at home or with friends. Nevertheless, Nintendo continues to produce a range of Hanafuda decks alongside its range of video games products.

A typical Hanafuda deck consists of 48 cards which measure about 55 x 35 mm in size, considerably smaller than European playing cards. A typical Hanafuda card is made of paper pasted onto card. The back of the card and the frame on the front is either in black or red ochre. Nintendo's highest quality set, the "Daitoryou" deck, comes in a smart plastic box with a picture of Napoleon on the top.

Many Hanafuda fans now play various video game versions of the game, including those produced by Nintendo. Moreover, the popularity of the Internet has now made information about Hanafuda more widely available, with Google recording over 150,000 pages related to Hanafuda at the time of writing this article.

Adolph Hitler (Schicklgruber) was born on the 20th of April, 1889, in a small town of Braunau on the border of Austria and Germany. The phenomenon of Hitler is still under study by historians and politicians but there are still a lot more questions than answers to them.

It happened in many aspects due to the fact that the country urgently needed money, and Hitler marked for himself that Germans had better lost their money in Germany than in neutral Switzerland. A little later, in particular in 1938, when Germany captured Austria and German legislation started to be legal on its territory prohibiting activities on organization of games and bets, casinos were closed there as well. However, there was an exclusion made for one gambling-house situated in the town of Baden, 26 kilometers from Vienna.

On the 30th of April Hitler committed suicide like a real "keen player" of boulevard novels, having lost all his wealth, and at night, on the 9th of May, 1945, in Berlin complete and unconditional surrender of Fascist Germany was signed. Benito Amilcare Andrea Mussolini was born on the 29th of July, 1883, in a small Italian town of Dovia. All the casinos belonged to the municipalities of the corresponding towns. Games were only stopped there during the Second World War.

In 1943 previous associates foreseeing the military collapse of Italy, "put" Mussolini on the retired list. However, he didn't give in, and as a most venturesome gambler tried to win back with Hitler's help, still being the head of the fascist puppet government in the town of Salo for some time. However, the system he had been building for 20 years, fell apart within a few months. Cliché of a gambler let him down at that moment. Mussolini didn't bring himself to put a pistol to head. In 1945 he was captured by Italian partisans and executed, and after a year, in 1946, gambling industry returned to Italy again, and casinos opened their doors which Mussolini was no longer able to enter.

More On Gambling Systems - System Black Box


In my last article, "Gambling Systems" I talked about gambling systems that involved the actual physical aspects of the games such as the white ball in roulette and the dice in craps. Now I will deal with betting systems that can actually be used in any of the games, except poker.

So the conclusion is that a betting method or procedure can be a valid tool to enable a player to win at casino gambling while the "system" type of play simply does not work and is not really valid. Let me repeat here that when I was working in the casino business, we used to laugh at system players and considered them no threat, while the smart, tough player that knew how to manage his or her money and was able to walk away a winner would more times than not, take a small bite every time that he or she played, and sometimes even a big bite! In New Zealand, gambling is considered an economically-significant industry. Residents spend over $1 billion on gambling activities each year, marking its popularity in the country. In a study conducted in 1991, 699 100 men gambled, compared to about 349 500 women. In recent years, however, things have evened out with about half a million men and women both taking part in land-based gambling games and online casino activities.

More women than men play the lottery, bingo and Instant Kiwi games. 80% of women compared to 70% of men play the lottery, 23% of women compared to 15% of men play bingo and 53% of women compared to 43% of men play Instant Kiwi games. However, men outnumber women when it comes to sports betting as 12% of males compared to 5% of women wager on sports. An equal portion of men and women take part in poker machines (18% each) and casino games (15% each).

Rates of problem gambling also vary among demographics. 34% of women are suspected to be problem gamblers, compared to 46% of men. Gambling Participation in New Zealand


It is a well-known fact that New Zealand has a burgeoning gambling market. In Lieu of US Ban on Online Gaming Transactions, Trinidad & Tobago moves to Ban all Gambling


The Caribbean twin island state of Trinidad and Tobago is about to ban online and land-based gambling and has already banned casino slot machines with almost immediate effect after Prime Minister Patrick Manning said that they encouraged vice. Mr. Manning said at his recent budget proposal speech that gaming activities are a 'great concern' to the country. He announced that he would also discontinue the Republic's national lottery and declared that slot machines and casinos were illegal with immediate effect.

It seems that, unlike the US, Mr. Manning has no intentions of supporting land based gambling activities, especially the state lottery, which in many countries is the source for billions of dollars worth of revenue each year to support the building and renovation of schools and other necessary state expenses. Countries such as the US and Germany could not afford to fund many state expenses in the interest of their citizens without their state lotteries for revenue income.

In the US, state lotteries in 38 states support the funding of new schools, institutional, and educational expenses and in Germany, the million euro state lotteries mostly fund the country's military expenditures. These are only a few examples.

No final date of implemetation was given for the Internet and online gambling ban by Mr. Manning. This development, which has surprised many in the country, comes just one week after the U.S. passed legislation to prohibit US based players and gamblers from using credit cards, cheques and electronic transactions to pay and play at online gaming establishments mostly based outside of the US.

Although the US has made it only illegal to transfer funds to online gambling sites, with yet the final bill to ban online gambling in its entity still to go through with George Bush's final approval and signature, and which is expected in just a few weeks, the US has in no way made it illegal to gamble on land. In effect, the US government is forcing its citizens to spend their hard-earned income on US land based gambling such as race track, lotteries and brick and mortar land casinos.

According to the US Government Code Section 8880.5 "the use of (state) lottery funds are limited to instructional purposes and states that"...no funds shall be spent for...any other noninstructional purpose." Currently, the support budget of the California State University is represented by the four "Program" categories of INSTRUCTION, ACADEMIC SUPPORT, STUDENT SERVICES, and INSTITUTIONAL SUPPORT. Lottery-funded instructional costs can best be defined as the program categories included in INSTRUCTION, ACADEMIC SUPPORT and in very limited instances to INSTITUTIONAL SUPPORT, since they represent costs most directly related to classroom instruction and system wide implementation costs".

In the US state of Oregon, "Oregonians vote to approve the broad categories that may receive Oregon Lottery funds, and have approved Constitutional amendments allowing Lottery funds to be used for economic development (1984), public education (1995) and natural resource programs (1998). Then, every two years, Oregon's Legislature and Governor decide which specific programs and projects within those categories receive Lottery profits. During the biennium (2001-2003), almost 63% of all Lottery profits, nearly $430 million were going to public education. The remainder goes to economic development, parks and natural resources, and problem gambling treatment programs".

38 US states all have and will continue to have state lotteries; mostly supporting various types of educational funding and where voters can also apply for funding via application to each state.

Mrs. Manning, the Minister of Education of Trinidad & Tobago and the wife of the Prime Minister Mr. Manning, seems to have in no way tried to have influenced the Prime Minister in his decision to stop the state lottery rather than direct it towards the country's own educational and institutional funding purposes. Trinidad & Tobago has apparently only recently opened a new University of Trinidad & Tobago (UTT) which could have well made more than sufficient use of the state's lottery funds.

On further investigation of Trinidad & Tobago's state lottery system however, it was not clear that the state lottery supported any public funds as is typical in most countries which operate state lotteries as a means of revenue. In countries where state lotteries are regarded as meaningful revenue, citizens are given the democratic right to gamble, if only to support state institutions; in essence, 'vice' is turned into 'the good'. Through such methods, gamblers are free to engage in a 'vice' on their own responsibility whilst supporting state funding for much-needed education and state construction.

To date, our team has not been able to decipher whether the Trinidad & Tobago state lottery was ever mandated to report on its income and what the funds from the lottery were directed to achieve as a beneficial goal to the country's citizens.

The opposition party in Trinidad & Tobago, having already delivered its' response to Mr. Manning's apparently shocking budget decision via Mrs. Kamla Persad-Bissessar, apparently did not comment on the issue of the intent to make internet gambling illegal as well as to stop all land casinos, gambling for monies 'paid to the house' and the state lottery from operating within the country.

Indeed, the Prime Minister seems to be on a hard line political drive to make it illegal for many of the country's citizens to even gamble at their own homes without question as to the true reasons why other countries, with particular emphasis on the US, may be moving so aggressively against online gambling.

Needless to say, Mr. Manning has appeared to have taken his cue from an apparent incorrect perception of the real reasons why the US is presently cracking down on online and internet gambling (not house gambling); that is, essentially to keep it's citizen's money in its own 'house' together with all of the $12 billion dollars worth of yearly US dollars in profits which presently go out of the 'house' door to foreign-based online gaming companies.

Such a political move which the US has recently implemented has been criticized by many worldwide and in the US, to be fundamentally non-democratic and even socialist.

Many, including Americans, are beginning to ask themselves the question of what the Republicans would request of US citizens next; perhaps forbidding them to drink alcohol or to spend their hard-earned money for 'foreign' holidays on 'local' soil. Mr. Manning, along with his Budget speech, also delivered his intentions to raise serious taxes on smoking and alcohol products.

What with these new world developments, one is reminded in uncanny fashion of Adolf Hitler's methods to encourage the German people to promote healthy lifestyles, engage heavily in sports, non-alcoholic consumption and to not partake in all forms of 'vice' which affect the body and mind and prevented one from becoming the 'perfect race'. Hitler also encouraged his citizens to spend holidays on German territory and the like.

Many also expect that political moves such as the complete banning of state lotteries will further encourage governments to get their money from other sources because they are suddenly not able to earn sufficient revenue from its citizen's activities, and are therefore far more likely to acquire much-needed funds through more illegal channels. In effect, as we have read on one site "such moves may lead to more state-controlled white washing of criminal money".

It does not take much common sense to know that smoking in open areas on beaches, in parks and in cities much polluted by continuous industrial activity is far less likely to harm the collective health of all US citizens whilst the US government simultaneously moves to lessen or annihilate the much-needed political pressure on oil, gas and industrial companies to finally assume responsibility and finally and literally, pay the costs of cleaning up their immediate environmental pollution.

It does seem, however unintentional, that the politics of some countries seem to create and move more criminal activity into the forefront than foster new opportunities, desperately needed revenue and a basic freedom of choice in the interest of their public and the citizenry of their countries.

New Zealand's Participation in Online Gambling


New Zealand and Australia are popular destinations for online casino and online gambling developers. While New Zealand seems to have very strict guidelines about online gaming, things seem to be changing. For years, TAB Corp was the only company licensed for online gambling in the country, but the government has recently allowed the New Zealand Lotteries Commission to launch its own online gaming website. The New NZ Lotto website allows players to purchase tickets online and play other online casino games, a huge step forward for the New Zealand gambling market.

There is no word yet on whether or not the country will begin licensing foreign operators, but many residents continue to access offshore gambling websites.
